In some 99's, the fog lights were dealer installed, not Factory 
installed.  In this case, they added an after market style switch on the 
center console, usually above and to the left of the shifter:

That picture is from the '99 that I owned.  My mother, who bought it new 
from the dealer, had them add fog lights, and that is how they wired the 
switch.

Unfortunately I now longer own my '99 with the funky fog light switch.

If you're local to Orlando, let me know and I'd be happy to take a look 
at it with a multimeter and some Electrical Engineer intuitiveness ;)
