Yes that's pre wind-chill.
The funniest car to drive in the cold was my MGB. The hydraulic dampers
(boxes with gears attached to a leaver - in place of shocks) wouldn't budge
until they warmed up. I remember driving down my bumpy back lane with 3
wheels on the ground.

It has been so cold up in Manitoba that the last two days my clutch fluid
and power steering fluid are freezing while I am driving!
-40°C is just plain cold!

I know a guy who lives in upper New England (not sure which state
he's in now, he moved from NH) who'd had coil springs snap while he was
driving down the road it got so cold. I'm not sure what the temp was, it was
an anecdote and it was a while ago. Be careful with your car (well at least
your Miata!)
It's been zeroes, singles and low doubles lately (F) and I know my
Miata responds to that unfavorably, so I can't imagine -40 (which happens to
be the same C or F). I'm not sure mine would start if it were that cold, let
alone turn, brake or shift.
