Minor point of nomenclature:  They've had a re-shuffling over at SCCA the last couple of years and the sport of autocross is now officially called "Solo".  The "I " and "II" thing is gone.  The former Solo I has been moved from the solo events section to Club Racing and been renamed "Time Trials" and subdivided into "PDX", "Club Trials", "Track Trials", and "Hill Climbs".

Depending on the amount of modification of your Miata, you may.  Essentially, you are OK without a roll bar in Solo in your open car if you are not on slicks, but that is a simplification.  You are OK in Stock and Street Prepared.

If you don't have a Solo-legal roll bar of sufficient height, you can't use non-stock upper-body restraints.  I put on the stock harness and put a 3" competition lap belt over it.  Four-points would be illegal.
