Because it's possible to tighten the lug nuts without having the wheel "centered" on the hub.  Hence the use of the hubcentric rings to make sure the wheel is centered.

  I agree that the taper on the lug nuts is where the connection is made between wheel and hub. It does not make any sense that friction should be involved at all.  However, I wonder about the center-rings sold to align aftermarket wheels with Miata hubs. If the taper on the lug nuts locates the wheel, why is this device necessary?
