Not sure that this is going to be of much help, but...  The check engine
light comes on to let you know the light is working.  The only time I
know of that it doesn't come on with the key on is if the GND and TEN
pins on the diagnostic connector are jumped.  In this case, the light
will be off, unless there's a code to show.  But, the car should still
run even if this happens, though it won't idle high when cold, and
there'll be no timing advance...
