As for the heater, I don't think replacing the heater is going to fix your 
heat when in cold problem.  That is the cables not being adjusted right. 
IIRC Jeff Anderson has a writeup somewhere about fixing that.  If you have 
no evidence of leakage I'm not sure why you would want to put a sealer in 
the system??  Are you losing fluid??  Have you checked the hoses feeding the 
heater core??
