[Miata] speedo/tach accuracy

They all do that, but they're all a little different depending on tires,
etc.  Just compare your speedometer with a GPS and then make mental
corrections as you drive.  Or consider it a "cushion" and always drive 5 MPH
over the speed limit, knowing that you'll be really close to being legal.
