That's really surprising. I realize that local clubs often take some degree of leeway in the enforcement of certain rules, but this one is pretty clear. The 2007 National Solo Rulebook says in section 3.7:

D. Numbers and class letters should be positioned next to each
other. All letters and numbers must be on body panels, not on
windows. (...)

E. Numbers must be a minimum of 8" high with a 1.25" stroke.
Class letters must be a minimum of 4" high with a 0.75" stroke. (...)

Now, I can understand a newbie being allowed to run with 7" numbers, or with class letters that use a .5" stroke width, etc., but I can't imagine any of the San Diego Region clubs letting a car run with little hand-written numbers on the triangle window. 

If you can't find a local sign shop to do the work, Pegasus has good prices on blank white magnetic material as well as universal and semi-custom adhesive numbers and letters.
