[Miata] Getting older cars off the road

The BS with legislating older cars off the road is that the under maintained 
cars will eventually drop off the road due to age and lack of care.  The 
maintained ones are probably not going to contribute significantly to the 
pollution levels since they are well maintained and aren't the majority of 
the cars on the road anyway.

This is just another way for the Greenies to fight against the internal 
combustion engine in general.
