Dave,
I think the answer is yes they would because that's what the rules say
and although this mod would negate the reason behind the rule it
wouldn't change the fact that it's in the rule book.
Of course track event rules are only applicable to those attending. The
biggest advantage to having heater shut off valves is the reduction in
unwanted cabin heat (especially for those of us in warm climates).
