Most Tech inspectors don't appreciate being put in the position of 
"interpreting" the written rules, which in this case require positive shut-off valves 
somewhere in the system. Further, a benefit of a real positive shut-off valve is 
the halting of the usual trickle of hot water thru the heater core regardless 
of where the stock console valve is positioned. This measurably improves AC 
performance.  
If you do this to your heater system and manage to avoid using rubber 
vibration-isolation sections in the lines, work out the details with the Chief 
Inspector well before you show up at a Track Event, or likely no one there will 
listen. Not everyone is as lucky as Bert Munro was in the semi-true "Worlds 
Fastest Indian" movie....
