I had the same condition on my pressure tank/bottle and I just welded it up and
repained it. You can see pics here (sorry about the poor focus quality):

These bottle show up on ebay with some regularity, but I decided I'd try to fix
mine before buying someone else's used bottles that could end up needing the
same repair in a short time. Anyway, it's been a year and a half and the fix is
holding up fine. FWIW, I glued a rubber transition strip for vinyl flooring on the
inside of the strap to secure the bottle to the inner fender, and it hasn't slipped at
all. The rubber transition stip is available at your local Home Depot or Lowes in
the flooring section near the Armstrong vinyl tile. I think it cost less than $3.
