Hi Stephen,
I think you are trying to solve the wrong problem. What you are describing
is a classic case of insufficient radiator fans, and adding an oil cooler
won't help you at all with that problem. Panteras sometimes suffer from
overheating the coolant, but rarely the oil unless you are racing, or
spending extended periods of time above 4500rpm or so.
I imagine that your car doesn't have an oil temp gauge unless you added one
or have a late model car, but your oil temp is probably fine, unless you
have other engine problems. Your coolant temperature is ok on the highway
you say, so you know that your radiator is up to the task, IF IT HAS
AIRFLOW. The problem is that when you are stopped, there is insufficient
airflow through the radiator and your car overheats. Note that it is the
water that is overheating, not the oil.
What you need to do is replace your fans. Well, first of all make sure that
they work!! Perhaps you have a blown fuse or something... Do both of them
come on in traffic? Assuming that they do, then put on the fan of your
favorite manufacturer (Flex-a-lite is a popular aftermarket choice) and see
what happens. I'll bet you a pint of coolant that you notice a big
difference and your overheating problem goes away.
Putting on an oil-to-water cooler will only make your problem worse, as it
eliminates oil heat by dumping it into your already overstressed coolant
system. Air-to-oil coolers have always been a little tricky to install in a
location that will do you some good - but in your case I don't think you
need it.
Try the fans first - I bet you'll be happier.
Good luck!

Sure, Mark - thanks for the followup - I think my car runs hot (shocking, I
know) - at highway speed, it is fine - so the cooling system works - but in
stop in go, in warmer weather (meaning Houston fall - have not owned the car
in summertime), it gets up to the top of the top of the stock guage and
stays pegged there until i can get up to speed for a bit - so while it
works, it doesn't work well - as a result, i am tyring to gather data on all
the possible fixes to help the stock system to put on the proverbial "to do"
list - flush and change fluid is one; upgrade tubing (to account for
possible gunk and reduced flow); confirm stock fans are working properly -
then there is the whole world of upgrades, modifications, additions,
reroutings, subtractions, etc. - one of the discussions that seem to be
compelling is an oil cooler - it seems like something simple, not too
expensive and something that provides a lot of cooling - I drive the car in
a spirited manner and routinely get up (and occassionally over) 5000 rpm -
so that is the reason for asking - hope this is clear - thanks again,
stephen

Could you tell us what your application is and why you need an oil cooler?
