Say you have a beater car (perhaps a previously wrecked Neon. My neighbor
has several.)
You put just enough work and parts into it to do well.
You are smart enough NOT to win.  If you annoy enough drivers, they vote to
crush your car.
Do too well the organizers will take it from you.  If they vote to take your
car, just crash it into a few pit walls then hand them the keys.
They will make sure you don't leave the car there making THEM have to deal
with disposing of it.
Then you take it home and move all the hidden/trick parts into your other
Neon (already in storage).

I saw a race like this once, it was a NASCAR type of destruction derby/race.
One guy showed up in a NICE car (1980's camero).
He had a bill of sale (purchased that very day) to prove he met the $ limit.
It turns out he STOLE the car, crashed it a bunch (into other drivers etc.),
then walked away, leaving the race organizers to take the car and deal with
it.

There's also that Claiming Race clause:

  Claiming Race: At the end of the competition, organizer may elect to
purchase any
  vehicle from its owner(s) for $500. In other words, don't spend a lot on a
cheater-
  cause if you do, you ain't gonna own it much longer.

  Basically, the organizer has legal right to buy your car for $500 if he
chooses. Clearly
  it's a deterrant to cheater vehicles, but not a clause I would accept even
with a beater. This is an event for someone who plans to walk away from
their vehicle.
