I think the engine competition allowed 409 inches, so MAYBE (not really sure) a big reason for a Windsor block was the extra deck height. Dan Jones can address that with much more authority. But you are very limited in off the shelf intake manifolds with Cleveland heads on a 9.5 deck block. Maybe use spacers? Most the maniflolds I've seen are for SVO (high port) heads). If you can spend $1000+ for a sheet metal intake, I guess it doesn't matter.

If you want it to stay together I think the proof shows a CLEVOR has the greatest power potential.
With a cleveland you need to hunt around for a block with thick enough walls. I have one friend who tried four diiferent blocks and finally had to get his sleeved to have a satisfactory block. Pair that with the Cleveland's oiling issues, why start with potential issues? Isn't it easier to get a block that has superior strength and a superior oiling system? Aren't you better off spending money once instead of having the block break as I have seen many times before in fellow club members cars?
You would have been better off getting a DART block, with better alloy and more capacity to start.
I just don't like the idea of spending money twice.
If pure Clevland was the way to go why would 5 out 6 finalists and the winner all have used a CLEVOR combination?
