At least one rear fog lamp is required on all European cars, two are also 
legal. You put it on in foggy conditions, it goes on with the front fog lamps and 
is the same intensity as a brake lamp.

They have terrible multiple car accidents in Germany, even in bright sun 
where fog pools in valleys in early evening or morning. Cars traveling at 200 Ks 
top a hill and are faced with a line of cars slowed to a stop by fog, sometimes 
over 200 cars are involved. September is a good month for that, they are 
getting good at preventing it by knowing the dangerous spots and putting police 
there to slow the traffic.
