Julian,
I think the best reason for this is termed "Beurocratic Mess". The though is
that if they make imigration difficult and time consuming, those willing to
go through the trouble will be people who really want to be here. The
imigration process is intentionally difficult and slow. In doing so it has
in turned caused so many people to be here illegally. With so many people
here illegally it has turned to it's own form of imigration and tolorance.
Their solution is a big cause of the problem. Other then "continuing to do"
what they have been doing, I don't think they really even know what to do.
