Talk to Steve at Bassett Wheels. They make inexpensive & lightweight steel wheels, any specs you want, as long as they are 15" diameter. Perhaps by now they offer other dimensions.
Before buying your tires get a guarantee on the date code. Many tires sold as brand new come from the manufacturer with date codes a couple of years old (I found out the hard way).

I need to replace my perfectly good Michelin Pilots due to date of
manufacture before the next event.  I'm considering getting a set of A6
or R6 Hoosiers and a set of cheap wheels just for track and ORR then
just use the Campi-clones and Michelins for every day.
 
What are others using for "don't-care-what-they-look-like" steel or
other simple wheels?
