I would have thought you Californians would have outlawed it but Aircraft
Spruce still carries zinc chromate rattle cans.

We have large tanks of alodine solution that we use to dip parts and sheet
metal. Alodine is not meant to be used at home due to environmental
concerns. To apply to wheels, make sure they are clean. Wash with Dawn
(don't substitute) dish soap. Rinse thoroughly. Clean with acetone. Rinse
again making sure the water sheets. If it doesn't, clean again. Blow dry.
Apply the alodine with a plastic spray bottle. Cover up with paper hand
towels patted to conform to the surface shape. Spray the paper towels. Wait
about 15 - 20 minutes and remove the towels. The surface should be a golden
color. Wait an hour and rinse the surface with low pressure water. Wait 24 -
48 hours for the alodine to harden. Prime with an epoxy primer
(non-etching).

If you don't like the price of alodine, try to find some Iridite 14-2. It's
powder form alodine 1200 and you add water according to the instructions.

Or you can take the wheels to an aviation plating shop and have them alodine
the wheels.
