	On Harbor Freight's website I found item # 33779-6VGA.  Is this 
the short tester you're referring to?

Generally you will find the short to be a rub against the frame or
between the body and the frame where one of the little pressure clips
holds it.  
Harbor Freight sells an inexpensive little signal generator that replaces
the bad fuse, then you walk along with a handheld gauge until you are at
the short.  Allowed me to find a voltage "leak" above the headliner that
killed the battery about every two weeks in a Chrysler once.
