Then use google-earth and take a look at the address.  More than once
the description that I get from someone and what it looks like from
space are WAY different!  If it's a warehouse in a bad part of town,
there is your answer!

English is not his first language and he does not know basic car
language. It 
could be the greatest deal or a scam.
He does want to use Ebay, I would check his credentials, Ebay record
next, 
etc. Where is he located? Someone nearby can check it out.

Suggest that someone is coming over to see it and see what happens.
