My suggestion would be to try a product called Bleach White in the wheel 
cleaner section at most stores.  Its cheap, and will absolutely make your 
tires look like they came off the shelf.   Spray and Soak them good with 
this stuff and use a heavy brush agressively on the tire.  You will be 
shocked how much dirt and scum  you will see come off the tire with this 
stuff.  Then simply hose it off after letting it sit for a couple of 
minutes.    I use it, and like it alot.
